Unfreeze Arts Program
Arts for LA has received word that LAUSD has frozen all district funds until the state legislature returns in January. This includes funding for existing contracts for the Arts Community Partners Network (ACPN).*
Payments for work incurred have been delayed and future payments have been frozen for an unknown period of time.
The decision to freeze the funds with no advance warning is causing a ripple effect throughout LAUSD, its students and the arts organizations that have been contracted to provide these services. An email that was sent by the District on Friday, December 12, 2008 indicates that all services must cease until further notice.Many of the ACPN service providers had been gearing up for culminating activities that include scheduled fieldtrips, performances and exhibitions.
School contracts will continue to be honored. However, it’s important to note that programs administered through the ACPN program are school designated projects. Because they are administered through the district they have been included in the freezing of all District funds.
Long recognized as a national leader in restoring sequential standards based K-12 arts education, LAUSD is currently addressing a projected $460 million dollar shortfall. Concerns regarding the State’s fiscal crisis have prompted the freezing of the funds., Nancy Carr, Visual and Performing Arts Consultant for the California Department of Education, clarified that the decision to freeze funding is at the local, not the state, level.
Arts for LA has contacted Judy Eliott, Chief Academic Officer at LAUSD, to gain better understanding of how designated funds for school programs have been frozen. We are awaiting a return call from her office and will be sure to keep you informed with any additional information. LAUSD has also launched a site www.LAstudentsCount.org to help galvanize local support on its behalf.
